Basically, two types of missions are conducted: defoliation of jungle foliage and destruction of crops in areas controlled by the Viet Cong (VC). Many factors have served to motivate these operations. Some of the more important considerations are the desire to eliminate enemy camps and secure areas (safe havens), to obtain better vertical visibility in heavily canopied jungle for the purposes of reconnaissance and interdiction, to minimize cover along transportation routes to prevent VC ambush, and to destroy trees and vegetation surrounding special forces bases and communication routes to aid in base security measures and to preclude sabotage of communication facilities. Crop destruction operations were undertaken with the hope of denying the Viet Cong valuable foodstuffs by destroying crops and food resources in the immediate area. This would force the enemy to move from place to place to obtain food and would not allow him time to perfect his camp defences or to develop long-range offensive programs. Operation Ranch Hand, the designation for the program, began in January 1962. Gradually limitations were relaxed and the spraying became more frequent, and covered larger areas. By the time it ended nine years later, some eighteen million gallons of chemicals had been sprayed on an estimated twenty percent of South Vietnam's -jungles, including thirty-six percent of its mangrove forests. The Air Force also carried out herbicide operations in Laos from December 1965 to\/September 1969 with the permission of the Laotian government.\u003c\/p\u003e\n\u003cp\u003eThe book is a model study of the process by which military policy was made in the Southeast Asia War. Major Buckingham relates the intense controversy, both within the government and among the public, over the military, political, and ecological effects of the program. He connects policy to the operations, showing how pressure from scientist5 and disagreements among government policy- makers and military leaders imposed limitations on the spraying program. He explores the technical difficulties in using herbicides: the right chemical agents had to be delivered in sufficient quantity it the optimal time of the growing season, only against certain crops and categories of vegetation, and only in areas where the destruction provided harm to the enemy and no danger to friendly or neutral populations. One of the responses chosen was to place additional US military advisors in the five regional commands of the Lao army to improve the combat readiness of the Lao forces. Project 404 was the designated name for a variety of personnel programmes to strengthen the military attaché offices in Vientiane and to provide support for the administration of the US Military Assistance Programme (MAP) and other advisory projects. Project 404 circumvented the prohibition on US military personnel serving directly in Laos by seconding service personnel as \"assistant attachés\" within the embassy staffing structure. The author also refers to Operation 404 Palace Dog. In order to improve the efficiency of the Laotian Air Force, Air Operations Centres (AOCs) were created when each Laotian T-28 squadron started to work at its operation site. The 56th Special Operations Wing - created in Thailand - was called upon to operate intensively in Laos, among other things to monitor the traffic on the Ho Chi Minh Trail. Arising from historical antecedents in the First  and Second World Wars, the specific technologies that made precision guidance a reality  in the late 1960s were, nevertheless, the unique product of concerted actions taken within  the U.S. military, the federal government, and civilian industry. Precision weapons did  not emerge as a natural consequence of technological change, but were consciously  constructed in response to the purposes, ethics, and values of American society.  Certainly, the creation of important enabling technologies, notably lasers and  semiconductor integrated circuits, played a decisive role in the development of these  advanced weapons.   \u003c\/p\u003e\n\u003cp\u003eHowever, the emergence of guided weapons is inexplicable without  also considering America's evolving defence policy, the military doctrine that translated  that policy into specific weapon systems, and twentieth-century wartime demand, which  stimulated research and development by providing added urgency, requirements, and  resources.   \u003c\/p\u003e\n\u003cp\u003eEntering America's arsenal at the height of cold war tensions, PGMs provided  an appealing alternative to the largely impotent nuclear bombs and missiles that had  become the centrepiece of U.S. military strategy.
